Job description

The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-month (2021 – 2025) program funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The program provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation, and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilization reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.

The staff-level agreement of IMF requires the government to formalize a National Fiscal Pact (NFP) with the provinces to ensure implementation of tax and expenditure reforms. The MOF has delineated a plan of action to reach the Pact, and has requested the REMIT team to support. In particular, the team will be responsible for the following:

  • Assist MOF in assessment of issues to be included in the continuing intergovernmental consultations in the agreement
  • Work on and develop data analyses and technical details to support discussions and intergovernmental consultations
  • Provide technical inputs in developing technical provisions of the Pact
  • Support MOF to draft the NFP.
  • Support development of a mechanism for implementation of NFP

Job Summary

REMIT is currently seeking an Associate to support on this activity. This assignment will involve supporting senior policy making and fiscal planning experts on data collection and analysis, report writing, simulation modelling, and document review. The assignment will also involve providing project management and coordination support in the development and delivery of this activity. The role will require the incumbent to work in close coordination with the senior experts to ensure timely delivery of outputs whilst achieving activity impact.

Duties and Responsibilities

  • Support in activity planning, implementation, and monitoring activities.
  • Conduct research and analysis to support the development of activity deliverables.
  • Contribute to the preparation of reports, briefings, and other materials.
  • Develop meeting minutes, feedback, and evidence of work progressing.
  • Assist with project management activities, including activity tracking and monitoring.
  • Coordinating with stakeholders to arrange meetings and overall output delivery.
  • Synthesizing project data and writing up results to inform project findings.
  • Developing presentation slides.
  • Organising meetings, workshops, and other events.
  • Any other tasks assigned

Job requirements

Qualifications and Experience:

  • Bachelor’s degree in economics, public policy, business administration, social sciences, or related discipline.
  • Solid understanding of economic policies and fiscal planning.
  • 3-4 years of relevant work experience.
  • Strong analytical skills and ability to communicate complex ideas clearly and effectively.
  • Excellent research and data analysis skills.
  • Strong written and verbal communications skills, and ability to engage with senior-level government officials, and to facilitate the process of getting things done vis-à-vis timelines, responsibilities, and resources required to deliver individual actions.
  • Good collaboration skills with ability to work in team in a high paced environment.

Reporting

The Associate will report to the senior experts on the National Fiscal Plan Activity.
