Business Analysts – Assessment and Improvement of Compliance Management Practices in RTO-I & CTO Karachi
The Revenue Mobilisation, Investment and Trade (REMIT) is a seven-year (2021 – 2027) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The programme provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.
To strengthen compliance management practices in field formations, the Federal Board of Revenue (FBR) has sought technical assistance through the REMIT Programme. A diagnostic review will be undertaken in Karachi, covering one Regional Tax Office (RTO) and the Corporate Tax Office (CTO). The review will help identify current gaps and opportunities, and generate actionable recommendations aimed at streamlining processes, improving resource utilisation, and enhancing the capacity of officers to manage compliance workloads more effectively.
Undertaking a diagnostic review of selected field formations will establish a baseline of current compliance practices, identify bottlenecks in workflows and supervisory oversight, and translate findings into actionable recommendations for case-management, office processes, and prioritization frameworks. The review will also assess actual use of dashboards/MIS and decision-support tools in day-to-day operations and explore practical nudges to improve taxpayer responsiveness.
Job Summary
The Business Analyst will drive the project’s evidence base—leading data collection, structuring datasets, and conducting rigorous analysis to illuminate compliance patterns across RTO-I Karachi and CTO Karachi. Working closely with officers in the sampled units, the role maps current processes and jurisdictional lines, builds clear process flows, and segments taxpayers by behaviour and revenue impact. The analyst will translate field interviews, dashboard/MIS usage, and performance reports into a coherent diagnostic, and develop a gap-analysis matrix that pinpoints workflow issues, resource constraints, and inconsistencies.
Duties and Responsibilities
· Lead data collection from field offices, dashboards/MIS, and case records; build clean, well-structured datasets for analysis.
· Analyse compliance patterns across sampled units; segment taxpayers by behaviour and revenue impact.
· Map end-to-end processes and jurisdictional lines; produce clear, version-controlled process maps.
· Conduct desk reviews of laws, rules, circulars, SOPs, and performance reports; reconcile “documented vs. practiced” procedures.
· Run structured interviews with officers and supervisors; synthesise insights on workflows, bottlenecks, and resource gaps.
· Compile a Gap Analysis Matrix capturing workflow challenges, duplication, delays, oversight issues, and dashboard/MIS usage.
· Support benchmarking against international good practice (including OECD CRM) and translate findings into practical options.
· Apply a gender lens: disaggregate evidence, reflect women taxpayers’ experiences, and highlight targeted improvements.
· Draft concise issue notes and contribute to Process/Office Improvement Proposals, prioritisation logic, and nudging options.
· Prepare the Diagnostic Mapping Report (with process maps and segmentation) for internal review and FBR submission.
· Develop indicators/KPIs and simple tracking views (tables/charts) to monitor pilot performance and adoption.
· Assist in preparing briefings, decks, and workshop materials; capture decisions and action items from validation sessions.
· Coordinate with focal officers, IT/MIS teams, and fellow analysts to maintain data quality, consistency, and timelines.
· Maintain organised documentation (sources, assumptions, codebooks) to ensure auditability and handover readiness.
Job requirements
Qualifications and Experience:
· Minimum 5+ years in process mapping and organisational diagnostics, ideally within public sector reform, tax/revenue administration, or adjacent regulatory domains.
· Bachelors in Business, Economics, Public Policy, Data Science, or related field; a relevant Master’s or professional certifications are an advantage.
· Proficiency in data collection, cleaning, and analysis; comfortable building structured datasets.
· Proven ability to document workflows, build process maps, and develop structured gap-analysis matrices that pinpoint bottlenecks, duplications, and decision-rights issues.
· Effective stakeholder liaison across officer tiers; dependable team player who maintains quality, documentation discipline, and timelines.
· Ability to conduct structured interviews and on-site observations; skilled at synthesising frontline perspectives and management insights into actionable findings.
· Strong analytical writing, concise issue-note drafting, and presentation skills; able to brief senior counterparts clearly.
· Proficiency in data analysis, MIS tools, dashboards, and data visualisation.
· Familiarity in revenue administration or compliance monitoring workings.
· Strong problem-solving, analytical, and communication skills.
Reporting
The “The Business Analysts” will report to the REMIT Team Lead and REMIT Tax Lead.
Level of Effort (LOE)
The level of effort for this assignment is around 72 days.
