About the Programme
The Green Cities, Infrastructure and Energy Programme (GCIEP) delivers support to low- and middle-income countries seeking to accelerate the development of sustainable cities and resilient infrastructure. Working across selected countries globally, the programme offers technical assistance, capacity building and policy support, drawing on expertise and capabilities from the UK Government, private sector, public agencies, NGOs, academia and business. In Mozambique, GCIEP aims to increase international climate finance flows to fund low-carbon and climate-resilient projects, and support secondary cities to become climate resilient whilst achieving their sustainable economic growth ambitions.
About the Roles
ASI is seeking ambitious professionals to join our team across a range of roles in strengthening public financial management, advancing and improving project design for sustainable infrastructure, and developing a pipeline of investment-ready projects to attract public and private investment.
The roles are expected to commence in September 2025, and run until March 2026, with the possibility of extension or subsequent assignments. We encourage national and international experts, based in Pemba or Nacala, with experience in any of the following areas to apply:
Project Design and Investment: Economist with 5 to 10 years’ experience in assessing investment opportunities, project preparation and supporting investment-readiness of sustainable infrastructure and urban development projects. Should be based in (or willing to relocate to) Nacala.
Public Financial Management: Expert with 10 to 15 years’ experience in public financial management, working with municipalities to strengthen PFM and public investment systems. Should be based in (or willing to relocate to) Pemba or Nacala.
Project Coordination and Stakeholder Engagement: Expert with 5 to 15+ years’ experience in urban planning, civil engineering, or a related field. They should be based in Pemba or Nacala, with a strong contextual understanding and experience in designing and coordinating project interventions, facilitating collaboration with national and local government stakeholders, and supporting data collection, reporting and capacity building initiatives.
Urban Project Design and Planning: Architect with 5 years’ experience in project design for sustainable infrastructure and urban projects – including data management and GIS, urban analysis and assessment, and technical documentation. Should be based (or willing to relocate to) Pemba or Nacala.
Climate, Nature and the Environment: Expert with 5 to 10 years’ experience in integrating climate, nature and environmental considerations into programme interventions. They should have a background in climate mitigation, adaptation and resilience, with a focus on sustainable infrastructure.
All roles require working proficiency in both English and Portuguese. Applications must be submitted in English. Applications will be reviewed on a rolling basis, so early submission is encouraged.
