About The role

Adam Smith International, ASI, acting in its capacity as the Management Agent for the UK-funded Public Finance Resource Centre, is seeking experienced Rwandan experts with a strong background in fiscal decentralization reforms, governance and advocacy initiatives for an expected, upcoming six-month intervention in Rwanda. The consultancy will be conducted by a single consultant, who will need to be a Rwandan national. The consultant will support the Government of Rwanda by providing support the Fiscal Decentralisation Department (FDD) within the Ministry of Finance and Economic Planning (MINECOFIN).

Whilst the scope of work is still to be finalised, this is expected to include some of the following:

  • Review of policies and regulations to identify gaps and advise accordingly.

  • Facilitate the implementation of recommendations from different studies and recommend necessary reforms where applicable.

  • Build capacities of FDD staff on fiscal decentralisation in view of building sustainable pool of expertise in the area.

  • Strengthening coordination between the Ministry and Fiscal Decentralization Steering and Technical Committees, Development Partners and the Ministry of Local Government.

The expert will be based in Kigali, Rwanda, for the duration of the assignment, which is expected to be for a period of six months.

General Professional Experience

  • A strong academic background, ideally including a Master’s degree, in a relevant field (e.g. governance, development, social policy or economics)

  • A minimum of 10 years relevant professional experience

  • Practical knowledge of working on fiscal decentralization reforms, governance and advocacy initiatives

  • Experience working with development partners

  • Experience providing advisory services and delivering capacity building activity

  • An understanding of Rwanda’s local government and PFM systems, ideally including of: public financial management capacity gaps in districts and their subsidiary entities; Rwanda’s Fiscal Decentralization Policy and Strategy

  • Fluent in Kinyarwanda and English (additional fluency in French would be an added advantage)
