About the role

Adam Smith International is inviting expressions of interest from senior national, regional, and international experts to join a roster supporting our ongoing and future work in Somaliland.

We are looking to expand our network of advisers with the ability to provide “smart” technical assistance and flexible expertise to strengthen institutional capability, support reform opportunities and respond to emerging risks and priorities in Somaliland. Experts should be able to provide high-quality support in complex operating environments.

We welcome applications from Somali speaking experts, Somaliland based experts, Somaliland diaspora, regional specialists and international experts with a passion for problem solving, building coalitions and driving forward development and reform priorities.

Areas of Thematic Focus:

  • Governance and systems strengthening: policy development, institutional reform, coordination, service delivery, decentralisation, public administration, municipal governance and system capability strengthening.

  • Public financial management and accountability: fiscal governance, budgeting, expenditure management and public sector resource management accountability

  • Security, stability and peacebuilding: conflict prevention, stabilisation, local dialogue, peacebuilding, security sector governance, border management and conflict sensitive programming.

  • Inclusive economic development: livelihoods, market systems, investment, trade facilitation, private sector development, economic policy and inclusive growth.

  • Climate resilience and adaptation: climate informed planning, anticipatory action, natural resource governance, and strengthening institutional capacity for climate resilience.

  • Migration: reducing enabling conditions for irregular migration, livelihoods support, migration governance, protection and border support.

  • Women, girls and social inclusion: integrating inclusive approaches across analysis, programme design, delivery safeguarding and monitoring.

  • Humanitarian: strengthening systems to improve resilience and support effective responses to humanitarian shocks.

Job requirements

Qualifications and Skills

  • Extensive professional experience in one or more of the thematic areas listed above, with a strong track record of delivering advisory services, institutional capacity building, and reform support across government, public sector, private sector, and NGO/development contexts.

  • Applicants who do not have direct experience in the thematic areas listed above but have broader expertise in areas such as policy development, data and analytics, organisational transformation, strategic planning, research and innovation or complex problem solving are also encouraged to apply, where their experience can support the facility’s thematic areas.

  • Relevant professional experience in Somaliland, Somalia and the Horn of Africa

  • Experience working with government institutions, civil society organisations, development partners, donors, or private sector actors.

  • Strong understanding of politically informed programming, adaptive delivery, conflict sensitivity, gender equality and social inclusion.

  • Excellent written and verbal communication skills, including the ability to produce clear, practical and outputs for policy, programme or operational decision making.

  • Fluency in English is required. Knowledge of Somali is desirable but not essential and will be considered an asset where relevant to the assignment.
