Position: Communication & Outreach Manager 
Programme: SAMARTHA 
Location: Kathmandu, Nepal (with travel as required) 
Reporting to: Team Leader  
Duration: May 2026- March 2027

PROGRAMME BACKGROUND  

Samartha: Enhancing Gender and Human Development Outcomes through Systems Strengthening is a Foreign, Commonwealth and Development Office (FCDO) funded programme implemented by Adam Smith International. This programme will focus on improving the systems and capacity to deliver its social service mandates with a specific focus on improving access to quality health and education services, especially by women, girls and marginalised communities. This will be complemented with national policy support in the Health and Education sectors to ensure sector policies and resource allocations align to support Nepal in building responsive and resilient Health and Education service delivery systems. Through systems strengthening, Samartha aims to enable more equitable, accountable, and inclusive development outcomes.  

POSITION OVERVIEW/ JOB DESCRIPTION 

The Communications & Outreach Manager will play a strategic role in positioning the Samartha Programme as a credible, trusted, and influential technical partner to the Government of Nepal and other stakeholders. The role will focus on translating complex evidence, pilot learning, and reform processes into clear, compelling, and politically informed communications that support coalition building, policy dialogue, and systemic influence. 

Working closely with programme leadership, technical advisers, and sector teams, the position will ensure that Samartha’s evidence, learning, and results are communicated effectively across multiple influencing pathways including dialogue, strategic intelligence, peer-led validation, and network advocacy, while meeting donor and branding requirements. 

SCOPE OF WORK 

Communications Strategy and Influencing Support 

  • Lead the development and implementation of the programme’s communications and outreach strategy, aligned with Samartha’s Spiral Framework and Year 2 influencing pathways 

  • Develop a communications-led influencing roadmap, identifying audiences, channels, products, and timing to support policy windows, dialogues, and coalition engagement 

  • Advise programme teams on messaging choices that are politically astute, context-sensitive, and aligned with programme objectives 

Content Development and Knowledge Products 

  • Develop and deliver high-quality written communications products, including policy briefs, analytical summaries, learning notes, case studies, success stories, talking points, and presentations 

  • Draft, edit, and finalise programme reports and external communications to ensure clarity, consistency, and strategic positioning 

  • Translate technical analysis, pilot evidence, and reform processes into accessible, decision-focused narratives for diverse audiences 

Documentation of Learning, Results, and Reform Pathways 

  • Lead documentation of programme results, learning journeys, and stories of change, including how pilots and dialogues contribute to system-level reform 

  • Support the packaging of evidence and learning into shareable formats that can be reused for dialogue, advocacy, and peer learning 

  • Ensure learning products reinforce Samartha’s role as a sense-maker and evidence broker 

Outreach, Dissemination, and Visibility 

  • Lead the development, coordination, and dissemination of communications materials across digital platforms, print media, and targeted outreach to Government of Nepal counterparts and partners 

  • Support communications around high-level dialogues, learning exchanges, and policy engagement, including preparation of briefing materials and visibility products 

  • Ensure all outreach activities are aligned with donor visibility, branding, and communications guidelines 

Quality Assurance and Coordination 

  • Ensure all communications outputs are accurate, well-presented, and aligned with programme objectives and donor requirements 

  • Coordinate closely with programme, technical teams to gather inputs and maintain consistency of messaging 

  • Provide responsive communications support for ad hoc programme needs in a fast-paced and adaptive environment 

Job requirements

REQUIRED EXPERIENCE 

Essential 

  • Bachelor’s degree in communications, journalism, public relations, management, development studies, or a related discipline (Master’s degree is an advantage) 

  • At least 3–5 years of relevant professional experience in communications, knowledge management, or strategic content development 

  • Demonstrated experience producing professional written outputs such as reports, policy briefs, case studies, success stories, or digital content 

  • Excellent written and verbal communication skills, with full professional proficiency in both English and Nepali 

  • Strong ability to translate complex technical or policy content into clear, compelling, and audience‑appropriate messaging 

  • Ability to manage multiple priorities and deliver high-quality outputs under tight timelines 

Desirable 

  • Experience working with donor-funded programmes or international development organisations 

  • Prior experience supporting Government of Nepal counterparts on communications, outreach, or reform processes 

  • Familiarity with governance reform, public policy, or social sector programmes in Nepal 

  • Strong working knowledge of standard communications tools and platforms, including Microsoft Office and digital publishing/design tools (e.g. Canva, Adobe)
