Job description

Background

The Revenue Mobilisation, Investment and Trade (REMIT) programme (2021–2027), funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI), provides technical assistance to the Government of Pakistan to strengthen macroeconomic stability, enhance governance systems, and improve conditions for sustainable economic growth.

A central component of this support is the implementation of the Prime Minister’s Economic Governance Reforms (PM-EGR), a comprehensive, time-bound reform programme approved on 31 December 2025. The PM-EGR spans 15 priority reform areas and 141 action items and is recognised as a Structural Benchmark under the IMF Extended Fund Facility (EFF).

To support implementation, a Technical Unit (TU) has been established within the Ministry of Finance to serve as the central coordination, analytical, and reporting hub. The TU is responsible for:

  • Tracking reform implementation progress

  • Monitoring performance against Key Performance Indicators (KPIs)

  • Producing Quarterly Monitoring Reports (QMRs)

  • Supporting policy dialogue and course correction through data-driven insights

Given the scale and complexity of PM-EGR, robust data systems, structured tracking mechanisms, and high-quality analytical outputs are critical to ensure credible monitoring and effective reform implementation.

Activity Context

The PM-EGR reform programme requires the development and maintenance of a live reform tracking system, aligned with:

  • The Reform Action Matrix (RAM) (tracking implementation of action items)

  • The Tracking Outcomes Matrix (TOM) (tracking reform outcomes and KPIs)

In addition, the programme requires:

  • Development of KPI scorecards across all 15 reform areas

  • Preparation of Quarterly Monitoring Reports (QMRs)

  • Generation of evidence-based analytical insights to inform policy dialogue and course correction

  • Production of data visualisations and dashboards for Technical Committees and senior leadership

The Tracking & Reporting Data Analytics Associate will play a central role in ensuring that reform tracking systems are accurate, consistent, and aligned with IMF expectations for selective, outcome-oriented monitoring.

Job Summary

The Data Management Associate will be responsible for managing documentation systems, maintaining data repositories, and supporting information management for PM-EGR implementation.

The role will ensure that all Technical Unit outputs are systematically organised, easily accessible, and consistent, enabling effective coordination, reporting, and policy dialogue. 

 

Duties and Responsibilities

The roles and responsibilities of the Data Management Associate, but are not limited to:

  1. Manage document repositories and filing systems.

  2. Maintain databases of reform progress data and action logs.

  3. Support preparation and formatting of reports and documents.

  4. Ensure data consistency and version control.

  5. Maintain stakeholder contact databases.

  6. Support documentation of meetings and consultations.

  7. Assist in organising Technical Unit records and archives.

Reporting

The Associate will report to the Governance & Reforms Specialist (Technical Unit Team Lead) and work closely with other Technical Unit members and REMIT experts.

Job requirements

  • Bachelor’s degree in administration, public policy, or related field

  • 2–3 years of relevant experience

  • Strong organisational and documentation skills

  • Attention to detail and data management capability
