Job description
Position: Finance Officer
Department/Sector: Finance and Support Services Unit.
Location: Mogadishu
Reports to Line Manager: Finance Manager
Purpose of the position:
The Finance Officer will contribute to the implementation of effective and accountable financial and asset control systems as well as day to day financial transactions and reconciliations. With oversight and support as required from the Finance Manager, the Finance Officer will implement financial planning, tracking and reporting mechanisms and provide financial backstopping to programme teams, promoting adherence to ASI Field Finance Manuel for a host of routine financial transactions. With the assistance of FM, the Finance Officer will promote awareness of the Finance Manual with staff members and implementing partners.
Key Outputs/Responsibilities
Ensures that all payments are made against sufficient, complete, correct, and relevant supporting documents duly verified and approved by concerned managers or PMs.
With the assistance of Finance Manager, facilitate day-to-day finance transactions and make sure these transactions are done on a timely manner.
Prepare Bank Instructions for the Weekly Payment Run (PR ) Priority Items and share the instructions with the FM for review, approvals and subsequent sharing with the Bank.
Ensure that all Proof of Payments (POP) s from the Bank are tracked and filled in their respective weekly payment folder.
Process all field advances, tracks their approval chain and make payments as per the authorisation and approval of the FM & PMs and in accordance with ASI’s financial management policy.
Support the Finance Manager in the implementation of payroll tax, to ensure timely compliance.
Ensure that all unused cash returned from specific field advances is deposited in the ASI Bank account instantly, Deposit Receipt filled, and expenditures settled timely.
Maintain sound and auditable filing system for all financial records, ensuring all supporting documentation and other records are filed in the platform SharePoint Site.
Support and coordinate audit responses, led by the FM, by retrieving the support documentation for those sample transactions requested by the Auditor.
Support the operations team and the drivers in the tracking of Vehicle log sheets
In the absences of the FM, support and provide technical backstopping to the Operations team and Project associates in the preparation of various finance documents.
Help the Finance manager in Analysing existing/new processes and procedures and advise the Somalia Country Manager on means to improve current practice.
Maintain the petty cash fund and prepares cash report with all supporting documents and gets replenished upon reviewed by the FM and approved by the DOC.
Ensure the weekly and monthly cash count is done and the count sheet prepared and approved.
Reconcile cash accounts with financial documents and update the cash book regularly.
Perform all other duties related to the position.

Demonstrates well-developed interpersonal skills, excellent communication skills In English and Somali, both verbal and written, as well as negotiation skills
Must promote Finance policy and procedure, demonstrating personally key elements including accountability and transparency.
Ensure a gender perspective in the scope of work
Perform other duties as required.
Working Environment
Office-based with minimal travel required.
Position holder’s responsibility to be able to attend work at the DFS office, all AAIA access requirements etc.
Position holder will follow ASI DoC protocols, and any additional instructions as deemed appropriate of the DoC & Operations Managers.
Job requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
Essential
Accounting knowledge demonstrated by a Diploma or Degree from recognised institution.
2 years of experience in Finance or other related field
Ability to articulate in written and spoken English
Excellent and demonstrable skills in IT, in particular MS Excel and MS Word.
Ability to present financial data in a clear and coherent manner
Excellent interpersonal skills
Desirable
University level education
Experience of organising and assisting workshops, trainings, and other events
Good understanding of project implementation process for key donors i.e. FCDO and EU.
