Job Title: Call for Experts - USAID Roshan Shuroaat/Foundational Learning Activity 

Location: Pakistan

Position Type: Short-Term and Long-Term Consultancy Opportunities

About the Project:

Adam Smith International (ASI) is recruiting subject matter experts for the anticipated five-year USAID Roshan Shuroaat (previously named Foundational Learning Activity) in Pakistan. The purpose of the Activity is to enhance student learning outcomes in reading and math and to prevent school dropout by enabling teachers, head teachers, and local education administrators to improve the quality of education. 

Role Overview:

We are seeking highly qualified and experienced experts for the USAID Roshan Shuroaat (previously named Foundational Learning Activity). The selected experts will provide technical assistance, strategic guidance, and capacity-building support across various components of the project. This call for experts includes both short-term and long-term consultancy opportunities. 

Please note that this position is contingent upon receiving the award.

Key Areas of Expertise:

  • Education: Expertise in any of the following: foundational learning, inclusive education, teacher professional development, equity in universal design for learning, teaching and learning materials development, community engagement, or government capacity strengthening.

  • Social Inclusion: Experience in gender equality, social inclusion, and community engagement.

  • Financial Management: Skills in finance mobilization, budgeting, financial analysis, and compliance with USAID financial regulations.

  • Monitoring and Evaluation: Proficiency in designing and implementing M&E frameworks, data collection, and impact assessment.

  • Capacity Building: Experience in training, mentoring, and institutional strengthening.

Key Responsibilities:

  • Provide technical expertise and strategic guidance in your area of specialization.

  • Collaborate with project teams to design and implement project activities.

  • Conduct assessments, develop reports, and provide recommendations to enhance project outcomes.

  • Facilitate workshops, training sessions, and capacity-building initiatives.

  • Engage with stakeholders, including government officials, private sector partners, and community organizations.

  • Ensure compliance with USAID regulations and standards.

Qualifications:

  • Advanced degree in a relevant field such as education, international development, public administration, public policy or a related discipline.

  • Minimum of 7 years of experience in your area of expertise, with a strong track record of successful project implementation. Experience with USAID-funded projects is highly desirable.

  • Excellent analytical, communication, and interpersonal skills. Ability to work collaboratively with diverse teams and stakeholders.

  • In-depth understanding of the Pakistan’s education, political and social context. Familiarity with USAID regulations and compliance requirements.

  • Five years of professional experience in Pakistan.

  • Proficiency in English is required. Knowledge of local languages is an asset.

Job requirements

Qualifications:
