Background

Revenue Mobilisation, Investment and Trade (REMIT) programme, funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI) is a technical assistance program aimed at driving reforms that strengthen macroeconomic stability, foster sustained economic growth, promote mutual prosperity, create jobs, and reduce poverty. REMIT supports the Government of Pakistan, its ministries, and institutions in enhancing revenue mobilization, improving the investment climate, reducing trade barriers, and strengthening macroeconomic policy management.

REMIT is engaged with the Federal Board of Revenue (FBR) in a multifaceted collaboration aimed at boosting taxpayer compliance. This includes redesigning various services in FBR’s filing portal with a view to enhance service delivery and user experience.  By adopting a Human-Centered Design (HCD) approach, REMIT’s FBR Service Design Initiative (SDI) aims to streamline the taxpayer journey, broaden the tax base, and deliver world-class services for taxpayers, tax agents, and officials, ultimately increasing revenue collection and supporting Pakistan’s economic objectives.

Objectives

o   The objectives of the FBR Service Design Initiative (SDI) are as follows:

o   Make FBR tax services more efficient

o   Make FBR tax services more effective

o   Create a seamless omni-channel FBR taxpayer experience

o   Create trust with FBR taxpayers and improve FBR’s brand

o   Undertake organisational capacity building to improve FBR’s service design capabilities

Job Summary

The Information Architect will structure and standardise the information ecosystem for IRIS digital services, ensuring seamless navigation, discoverability, and compliance with FBR and REMIT’s strategic objectives. This role entails designing taxonomies, controlled vocabularies, and semantic models to organise complex tax administration content, enabling consistent user experiences across portals and services.

 

Duties and Responsibilities

·      Design and implement taxonomies, controlled vocabularies, and metadata schemas for IRIS digital services to ensure consistent content organization

·      Develop semantic models that align tax administration concepts with user needs and regulatory requirements

·      Optimise search functionality, filtering systems, and categorisation for taxpayer portals and administrative interfaces

·      Create sitemaps, navigation flows, and labeling systems that simplify complex tax processes

·      Collaborate with the service design team and FBRs developers to implement unified data models and APIs for consistent information exchange

·      Align semantic structures with FBR's regulatory logic and business rules

·      Assist the service delivery team in matters regarding implementation.

·      Monitor search analytics and user feedback for refinements over time

Job requirements

Experience and Qualifications

·      Bachelor’s/Master's in Information Science, Computer Science (or equivalent experience)

·      3+ years work experience in related field

·      Prior experience of working in public sector digital initiatives.

·      Portfolio demonstrating work in taxonomy development and sematic models/

·      Knowledge of government digital standards (18F, WCAG 2.1

·      Familiarity with tax administration portals (e.g., IRIS, e-Filing systems) is a strong plus

·      Ability to work in cross functional, multi disciplinary fields.

Reporting

The “Information Architect” will report to REMIT Service Design Lead and REMIT Tax Lead.
