Institutional Capability Development Expert – Ministry of Industries and Production
Overview of Activity
The Revenue Mobilization, Investment and Trade (REMIT) programme, funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI), provides technical assistance to Government of Pakistan to improve macroeconomic stability, investment climate, and sustainable industrial growth. REMIT is supporting the Ministry of Industries and Production (MoIP) to strengthen institutional capacity for the effective implementation of the National Industrial Policy (NIP), a flagship framework designed to drive industrial transformation, crowd in private investment, and promote sustainable export growth. To ensure successful delivery of the NIP, REMIT seeks a short-term technical advisor (STTA) to develop an institutional capability framework and roadmap for MoIP, guiding its organisational restructuring and capacity enhancement.
Job Summary
The Institutional Capability Development Expert will conduct a forward-looking diagnostic and strategy development process to assess, design, and strengthen the institutional framework of MoIP in line with the National Industrial Policy. The expert will benchmark the technical, analytical, and coordination capacities needed for effective NIP delivery; map the mandates and functions of MoIP’s divisions and attached organisations; and identify systemic inefficiencies, skill gaps, and coordination challenges. Based on these insights, the consultant will design a comprehensive Institutional Strengthening Strategy detailing the reforms, sequencing, and capability-building actions required to align MoIP’s institutional structure with its new policy leadership role. The work will culminate in a validated Implementation Roadmap, supported by draft TORs for 3–4 transformative follow-on actions such as establishing a Policy Implementation Cell, a Monitoring & Evaluation Unit, and a Federal–Provincial Coordination Mechanism. This assignment will directly contribute to modernising Pakistan’s industrial governance ecosystem and ensuring the NIP translates from paper into measurable outcomes.
Duties and Responsibilities
The consultant will be responsible for executing the following key tasks:
· Define the technical, analytical, and institutional competencies required for MoIP to implement the NIP effectively, referencing global best practices in industrial governance.
· Conduct a comprehensive mapping of MoIP’s internal divisions and over 30 attached organizations, identifying mandates, functions, staffing, and outputs.
· Evaluate the extent to which current institutional arrangements, roles, and functions support the objectives and implementation mechanisms of the NIP.
· Diagnose weaknesses in coordination, analytical systems, human resources, and governance processes that constrain policy execution.
· structured consultations with MoIP leadership, provincial industry departments, attached bodies, private sector associations, and development partners.
· Review and document duplication of roles or conflicting mandates between MoIP, its entities, and other ministries (e.g., Commerce, Finance, Climate Change).
· Propose practical restructuring models and capability-building approaches aligned with MoIP’s functions and NIP requirements.
· Recommend the establishment and design of key verticals such as Policy Coordination, Monitoring & Evaluation, Industrial Innovation, and Private Sector Engagement.
· Identify 3–4 critical, high-impact reforms that can yield immediate improvements in NIP delivery and prepare draft TORs for each.
· Develop a phased roadmap outlining short-term, medium-term, and long-term actions, with clear responsibilities, milestones, and resource needs.
· Present findings, proposed structures, and draft strategy to MoIP leadership and relevant partners for validation and refinement.
· Deliver Final Institutional Roadmap: Consolidate all analytical outputs and validated recommendations into a final Institutional Strengthening Strategy and Implementation Roadmap.
Job requirements
Qualifications and Experience
Education:
· Master’s degree in Public Administration, Economics, Industrial Policy/Management, Organisational Development, or an equivalent relevant field.
Experience:
· Minimum 10 years of professional experience in institutional reform, organisational restructuring, or governance advisory ideally within public sector or development programmes.
· Proven experience in institutional diagnostics, capability assessments, and reform strategy development for government ministries or large public organisations.
· Demonstrated knowledge of Pakistan’s industrial and economic governance structures, including familiarity with MoIP and its attached bodies (EDB, SMEDA, NPO, PIDC, etc.).
· Strong analytical, consultative, and report-writing skills with the ability to translate policy frameworks into actionable strategies.
Reporting Line
The “Institutional Capability Development Expert” will report to REMIT Team Lead and Investment Climate Lead.
