Job description

The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-month (2021 – 2025) program funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The program provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation, and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.

Job Summary

The principal role of the Junior Trade Associate is to support the team in the monitoring, evaluation and implementation of National Tariff Policy 2025-30.  The specific focus of the work will be to:

 

·       Conduct impact analysis of tariff reforms on:

o   Imports

o   Exports

o   Domestic Production

o   Domestic Industry

o   Prices

o   Productivity

o   Integration into GVCs

o   FBR Revenue from Trade Taxes and Domestic Taxes

·       Devise a monitoring and evaluation mechanism to see impact of Tariff Reforms.

·       Conduct industrial visits and stakeholder consultations.

·       Work on further rationalisation of CD, ACD, RD and 5th Schedule for NTP 2025-30

·       Conduct sectoral studies on the

o   Mobile Phone industry

o   light Engineering industry

o   Ceramics Industry

o   Plastics Industry

o   Pharmaceutical Industry

o   IT / telecom Services

o   Business Services

·       Work on any other tariff related matters assigned.

Job requirements

Qualifications

·       A Masters degree in Economics or Business Administration from a reputable university.

·       5-7 years’ experience of working in tariff and trade related subjects with focus on Tariff Rationalization, Industrial Policy, National & International Trade & Investment Rules, laws and Policies, WTO compliant Trade Remedies, Economic and Financial Policies of the Government of Pakistan.

·       Experience in conducting research, industrial surveys, seminars/workshops on trade and tariff related issues.

·       Proficiency in MS Office, statistical tools i.e. SPSS, Stata, trade simulation tools i.e. WITS etc.
