Location: Ideally based in Amman / possibility of remote working arrangements.  

Type of engagement: Part-time consultancy role, 40-60% FTE 

Expected start date: As soon as possible 

 

The UK-funded Jordan ‘Tackling Transnational Threats’ (3T) programme aims to find innovative, locally owned solutions that can help strengthen Jordan’s resilience and response to security threats, thereby reducing threats to the UK. The programme aims to achieve this by supporting Jordanian security institutions’ ability to prepare, prevent and respond to security risks and crises linked to radicalisation, regional conflict and climate change; cyber-attacks, FIMI, SOC and IFF threats from malign state and non-state actors; and internal pressures such as civil unrest and an increase in the influx of refugees. The 3T programme is delivered collaboratively with Jordanian security partners and specifically target areas in the intersection between Jordanian security partners’ asks and UK shared security objectives, in close coordination with international partners. The main beneficiaries of 3T support are the Jordanian Armed Forces (JAF), the Public Security Directorate (PSD) and the National Centre for Security and Crisis Management (NCSCM). This list of beneficiaries may be expanded over the lifetime of the programme.  

ASI is seeking a Strategic Advisor to be part of 3T’s Core Team. The Core Team is responsible for managing the programme and ensuring its strategic value, including designing catalytic and demand-led interventions. The Strategic Advisor will work closely with the Team Leader and Deputy Team Leader, focusing on the design and programming of high value interventions.  

ROLE AND RESPONSIBILITIES 

The Strategic Adviser’s responsibilities will include the following: 

  • Contribute to the scoping of new project ideas and the design of interventions in coordination with the Team Leader and Deputy Team Leader. Leading the production of specific concept notes as requested.  

  • Contribute to stakeholder engagement in support to the Team Leader in the context of programming of new interventions. Stakeholders will include British Embassy Amman (BEA) policy teams, as well as Jordanian stakeholders within the JAF, PSD and NCSCM.  

  • Working closely with the GESI & PECA Lead to ensure that programme design incorporates GESI mainstreaming and conflict sensitivity from the outset.  

  • Contribute to the production of a conflict analysis of the security sector in Jordan in coordination with the Team Leader, Deputy Team Leader and the GESI & PECA Lead, as well as any analysis updates during implementation.  

Job requirements

ROLE REQUIREMENTS 

  • +15 years of experience working on programmes focused on security related topics. Strong preference for candidates with experience with FCDO and specifically CSSF/ISF experience.  

  • +5 years of experience working in the MENA region, ideally on programmes relating to Jordan directly; as well as an excellent understanding of the political economy in the region.  

  • A professional background in military, police or other security sector institutions is a strong asset.  

  • Excellent writing skills and the ability to work independently and proactively to produce outputs.  

  • Experience and a good understanding of at least one and ideally several of the thematic areas on which 3T will focus (border security, FIMI, SOC, cybersecurity, policing, CT, etc.).  

  • Creativity and strong skills in brainstorming and problem-solving in the design of interventions to tackle complex security challenges.  

  • A pragmatic individual who can thrive in a dynamic and often unstructured programme environment. The role requires flexibility, adaptability to evolving interventions, and active participation in brainstorming sessions. It is best suited for someone comfortable with flexible, evolving programme designs. 

  • Experience working for technical assistance facilities directly supporting governments or similar types of projects is a strong asset.  

  • Individuals based in Amman and with working proficiency of Arabic are preferred, but other locations or hybrid arrangements will also be considered.
