Operations and Procurement Officer
Australia Solomon Islands Partnership for Justice (ASIPJ)
Location: Honiara, Solomon Islands
Reports to: Country Program Manager
Term: Fixed, commencing 1 Jan 2026 - 31 December 2029
Background
The Australia Solomon Islands Partnership for Justice (ASIPJ) continues Australia’s long-running support to the Solomon Islands justice sector. Its goal is to work closely with the Solomon Islands Government (SIG) to enable justice agencies to maintain delivery of their existing core activities while clearly identifying and engaging with fundamental problems and critical issues affecting their ability to contribute to stability and offer access to justice for citizens.
ASIPJ aspires to be locally led, problem-oriented and learning driven. It is pragmatic, practical, and adaptable, mainstreaming gender equality, disability and social inclusion. Deloitte is the Managing Contractor, working with Adam Smith International (ASI) who provides the program operational support.
Role dimensions
Overview
The Operations and Procurement Officer is part of ASIPJ’s Operations team, consisting of the Deputy Team Leader, Senior Finance and Operations Manager[1], Finance Officer, and Cleaner (part-time). This position is primarily responsible for supporting the program on operations, logistics, procurement, and administration.
Responsibilities
The duties and responsibilities will be split between the Senior Finance and Operations Manager and Operations and Procurement Officer. The duties and responsibilities of the Operations and Procurement Officer include but are not limited to:
Logistics, Travel and Office Management
Support ASIPJ’s logistical and operational requirements to ensure office systems and processes are established and maintained (including vehicle management, procurement assessments, purchase orders, security, networks/ICT, work health and safety).
Ensure travel arrangements for personnel travelling within Solomon Islands and internationally through an approved Journey Management Plan is made in a timely manner.
Work with the Deputy Team Leader to ensure processes for the mobilisation, demobilisation, onboarding, and orientation of new personnel are implemented and adhered to.
Lead the process of obtaining relevant approvals for international advisers working in Solomon Islands, including visa and work permit exemptions.
Planning and organising travel, accommodation, venue, catering and local transport under approved program activities
Organise travel, accommodation, venue, for program events and workshops.
Ensure vehicles are properly maintained in coordination with the Deputy Team Leader, including cleanliness, being fuelled, mechanical and safety functions kept in order.
Procurement
In consultation with the Senior Finance and Operations Manager, support the procurement functions of ASIPJ including market assessments, approaching the market, and identifying subcontractors and suppliers.
Support the procurement of ASIPJ assets and establish and maintain the asset management system (i.e., the assets register).
Work with the Senior Finance and Operations Manager to ensure assets are maintained and up to the requisite operational and safety standards, including program vehicles.
Other
Support the Deputy Team Leader to ensure ASI Solomon Islands Pty Ltd entity is compliant with Solomon Islands Government regulatory requirements (including registration, tax and importing exemptions for goods and assets).
As required, support the Deputy Team Leader in providing costings on procurement and logistics.
Assist ASIPJ Operations team with filing, printing, photocopying, scanning of documents and receipts.
Undertake driving duties as required, including transport of ASIPJ staff/guests and delivery/transportation of goods.
Provide cover for Operations team members when needed and/or when on leave.
As required, contribute to periodic reports and plans within the scope of responsibilities.
Any other duties as identified by the Team Leader, Deputy Team Leader and/or Senior Finance and Operations Manager.
Job requirements
Skills and Experience
The ideal candidate will possess:
A relevant university degree or diploma with demonstrated experience in a similar role/s.
More than three years’ experience in procurement, logistics and operational support for businesses, government and/or donor-funded programs.
Excellent organisational skills and competence/integrity in maintaining office records.
Demonstrated capacity to work collegially with partner organisations and staff from a range of backgrounds.
Strong working knowledge of MS Office programs.
Fluency in Pijin and an excellent command of both oral and written English.
A valid Driving License
Commitment to gender equality, youth empowerment, disability inclusion, and adherence to do-no- harm principles.
The following skills/experience would be an advantage:
Experience of the public sector in Solomon Islands.
Reporting Requirements
The Operations and Procurement Officer will report to the Deputy Team Leader
Eligibility
The position is open to Solomon Islanders and those with the existing right to live and work in Solomon Islands.
