Position: Partnership Operations and Compliance Officer – NATIONAL CONTRACT
Program: Strongim Bisnis
Location: Honiara, Solomon Islands
Duration: Full-time, initial contract until 30 April 2028 with possibility of extension
Reports to: Director Team Leader - Operations
Works with: Finance, MRM, Operations and Partnership Teams
Background
Strongim Bisnis is an innovative pro-business program funded by the Australian Government.
Strongim Bisnis supports Solomon Islands businesses to increase productivity, access greater income earning opportunities and higher value markets; with the intention of enabling greater resilience and creating jobs. Poverty reduction will be the desired result. Strongim Bisnis also supports the private sector and the Solomon Islands Government to work together effectively to increase opportunities for trade and investment and accelerate business growth. A key focus of the program ensures that Solomon Islands women, youth and people with disability have increased economic opportunities.
In its third phase of implementation, Strongim Bisnis works with over 40 private sector businesses, civil society organisations and government departments across the country. The program is delivered by a team of 30 personnel, led by a diverse senior management team.
Position Summary
The Partnership Operations & Compliance Officer provides operational and compliance support to the Strongim Bisnis team to implement the Flexible Fund, a grant mechanism that co-invests innovative activities with private-sector partners. This role ensures all grants and subcontracts comply with Flexible Fund guidelines and Adam Smith International (ASI) procurement policies and oversees the management and monitoring of these agreements.

Duties and Responsibilities
► Manage the solicitation process for grants and subcontracts, including serving on selection committees, ensuring compliance with regulations and procedures, and overall confirming that the mechanism and selected partners can achieve the desired results.
► Support the Partnership Managers to complete market assessments of proposed budgets, including collecting quotes.
► Support Partnership Team and Logistics Officers on travel support for partnership activities.
► Develop and maintain preferred suppliers in geographic regions where partnerships are based to support accommodation, logistics, and travel activities.
► Support Partnership Managers to review documentation submitted for Partner payments, ensuring compliance with the Partnership contract and ASI requirements.
► Plan procurements, support Partners to develop appropriate specifications, evaluate offers, monitor contracts, and handle all post-solicitation activities, including all appropriate documentation.
► Liaise between project staff and grant recipients, providing technical advice and assistance as needed in areas of financial management, procurement requirements, and implementation planning.
► Support Partnership Managers to track partnership agreements, review and analyse budget and cash flow estimates for allocability, reasonableness, and consistency.
► Support the development and management of a filing system of all partnership procurements, making sure that appropriate documentation is included in each file.
Other duties as assigned by supervisor.
Required qualifications, experience, and attributes
► University degree in business administration, management, finance, or related field.
► Minimum three to to five years of relevant experience working with grants and subcontracts, preferably for donor funded projects.
► Excellent administrative, organizational, problem-solving, and multi-tasking skills.
► Proficiency using Microsoft Word, Excel, PowerPoint, and Outlook. Power Bi proficiency would be an advantage.
► Proven ability to work professionally, constructively, and collaboratively as part of a team, meet deadlines, and communicate effectively.
► Excellent communication, writing, and interpersonal skills.
► Demonstrated leadership, versatility, and integrity.
► Proficient written and oral English required.
► Demonstrated understanding of gender equality, youth empowerment, disability inclusion and safeguarding principles.
The following skills/experience would be an advantage:
► Experience of the private sector in Solomon Islands.
► A Solomon Islands driving license (manual would be favourable).
