Project Associate – Assessment and Improvement of Compliance Management Practices in RTO-I & CTO Karachi
The Revenue Mobilisation, Investment and Trade (REMIT) is a seven-year (2021 – 2027) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and is implemented by Adam Smith International (ASI). The programme provides technical assistance (TA) to Pakistan with a broader objective to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives, address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management.
To strengthen compliance management practices in field formations, the Federal Board of Revenue (FBR) has sought technical assistance through the REMIT Programme. A diagnostic review will be undertaken in Karachi, covering one Regional Tax Office (RTO) and the Corporate Tax Office (CTO). The review will help identify current gaps and opportunities, and generate actionable recommendations aimed at streamlining processes, improving resource utilisation, and enhancing the capacity of officers to manage compliance workloads more effectively.
Undertaking a diagnostic review of selected field formations will establish a baseline of current compliance practices, identify bottlenecks in workflows and supervisory oversight, and translate findings into actionable recommendations for case-management, office processes, and prioritization frameworks. The review will also assess actual use of dashboards/MIS and decision-support tools in day-to-day operations and explore practical nudges to improve taxpayer responsiveness.
Job Summary
The Project Associate will provide support to the Engagement Manager, Business Analysts, and Chartered Accountants throughout the assessment. The role centers on meticulous note-taking during interviews and workshops; coordinated data collection from field offices, MIS/dashboards, and case files; and careful data cleaning and basic analysis to ready datasets for review. The Associate will draft and edit sections of reports, process maps, and presentation decks, ensuring consistency with project templates and style. They will help organise field visits and validation sessions, maintain action logs and document control, and keep trackers/KPIs up to date. As needed, the Associate will support workflow mapping, prepare briefing materials, and handle day-to-day coordination so technical teams can focus on delivery.
Duties and Responsibilities
· Coordinate interview schedules, field visits, and workshops; prepare agendas, attendance sheets, and briefing packs.
· Take comprehensive notes during interviews/meetings; capture decisions, action items, and follow-ups; maintain an updated action tracker.
· Collect data from field offices, MIS/dashboards, and case files; perform basic cleaning (dedupe, validation, formatting) and prepare codebooks.
· Assist with dataset structuring and simple analyses (pivot tables, summaries, charts) for review by analysts/CA.
· Support workflow mapping: compile source materials, draft initial process flows, and incorporate reviewer comments.
· Draft and edit sections of reports, exhibits, and presentation decks; ensure style consistency, accurate referencing, and version control.
· Prepare interview guides, consent sheets, and transcription/summary notes; translate key materials (Urdu/English) where needed.
· Maintain document repositories (naming conventions, versioning) and ensure all evidence/logs are audit-ready.
· Help build KPI/indicator trackers for pilots and validation workshops; update dashboards or tables as new data arrives.
· Coordinate stakeholder communications (emails, reminders, logistics) and support room/IT setup for meetings.
· Perform quality checks on numbers, citations, and visuals; flag discrepancies and resolve with the technical leads.
· Provide general project support to the Engagement Manager, Business Analysts, and Chartered Accountants as assigned, adhering to timelines and confidentiality requirements.
Job requirements
Qualifications and Experience:
· Minimum 2+ years in a related role (consulting, public-sector projects, research, or analytics).
· Bachelor’s in Business, Economics, Public Policy, Data/Statistics, or a similar field; a relevant Master’s is a plus.
· Comfortable with data collection and cleaning, building tidy datasets, and producing basic analyses (pivot tables, summary stats, simple charts).
· Ability to complete workflow mapping, maintain version control, and follow documentation standards.
· Experience organizing and note-taking in interviews/workshops; dependable in capturing decisions, action items, and follow-ups.
· Professional written and verbal communication; English and Urdu proficiency required.
· Willingness to support on-site work in Karachi.
· Reliable team player who can coordinate across multiple stakeholders and manage tight timelines.
· Familiarity with revenue administration/compliance concepts or willingness to learn quickly.
Reporting
The “The Chartered Accountants” will report to the REMIT Tax Lead and Engagement Manager for this exercise.
Level of Effort (LOE)
The level of effort for this assignment is around 72 days.
