Background

Revenue Mobilisation, Investment and Trade (REMIT) is a 39-month UK Foreign, Commonwealth & Development Office (FCDO)’s program implemented by Adam Smith International (ASI). REMIT provides technical assistance to the Government of Pakistan— supporting revenue mobilisation, improving the investment climate, facilitating trade, and strengthening macroeconomic policy and management to enable higher, sustained growth and job creation.

In the ongoing FBR’s Transformation Plan, Digital Eye is an operational enabler designed to complement the Track & Trace System (TTS) by providing real-time, video-analytics–based monitoring of production lines at cement factories. The monitoring  solution, developed in collaboration with FBR, has been piloted successfully at three cement plants. FBR’s Transformation Delivery Unit has scheduled phased installation across selected factories, with close coordination from the Track & Trace, TDU/Delivery Unit, and relevant field formations.

REMIT, through it vendor, will support the scale-up by managing deployment, integration with existing FBR systems (including TTS), and the provision of Level 1–3 support plus one year of post-launch maintenance. To deliver this at pace and to standard —while ensuring clear ownership, timely sign-offs, and alignment with Transformation Plan objectives—REMIT seeks a Project Manager to lead end-to-end implementation of Digital Eye across designated sites.

Job Summary

The Project Manager will oversee the installation, deployment, and end-to-end execution of the Digital Eye across designated cement factories. Key responsibilities include coordinating between the REMIT’s vendor, FBR’s Track and Trace team and Delivery Unit and FBR vendor for TTS, ensuring seamless implementation and alignment with project objectives. Acting as the primary liaison between the technical team, FBR, and external stakeholders, the Project Manager will facilitate clear communication, monitor progress, and ensure timely delivery while maintaining adherence to project goals.

Duties and Responsibilities

  • Work closely with FBR’s Vendor for TTS, PD Track and Trace, TDU units and Operations Wing.

  • Ensure alignment of REMIT and partner activities with the TDU's objectives and the overall goals of the Transformation Plan.

  • Secure sign-off on each stage from FBR and its vendor.

  • Act as a key liaison between the FBR, its vendor for TTS and REMIT’s vendor for Digital Eye, for effective decision-making regarding installation, deployment and maintenance activities.  

  • Prepare detailed and actionable project plans with clear timelines, resource requirements, and key milestones as the project progresses.

  • Oversee the execution of this project and regularly monitor progress to ensure adherence to schedules and quality standards.

  • Identify potential risks and bottlenecks in the execution process, propose mitigation strategies, and implement corrective actions as necessary.

  • Engage with internal teams and stakeholders to gather input to maintain momentum in efforts.

  • Organise and actively participate in meetings and consultations for requisite collaboration, transparency, and accountability.

  • Develop and present regular progress reports, highlighting achievements, risks, and actionable recommendations.

Job requirements

Qualifications and Experience

  • Must have at least 5 years' experience of working in a national tax administration.

  • Well versed with the structure, functions and IT systems of Federal Board of Revenue.

  • Strong knowledge of government operations, and organisational digital transformations. systems of Federal Board of Revenue.

  • Ability to align FBR, REMIT, and vendor teams on goals, timelines, and compliance requirements.

  • Expertise in project management, stakeholder engagement, and data analytics.

  • Exceptional communication, leadership, and problem-solving skills

  • Ability to oversee the integration of technology into FBR’s operations, including automation and data analytics.

  • Proactive approach to identifying potential challenges and addressing them effectively.

  • Ability to prepare and present comprehensive progress reports and updates to the Senior leadership in FBR.

  • Strong written and verbal communication skills for delivering complex information effectively.

Reporting

  • The project manager will report to the REMIT Revenue Mobilization Lead.
