Background

The Revenue Mobilisation, Investment, and Trade (REMIT) programme — funded by FCDO and implemented by Adam Smith International— supports the Government of Pakistan across taxation, investment, and trade. In 2024, FBR launched a wide-ranging Transformation Plan to modernise tax operations, elevate taxpayer experience, and strengthen enforcement through digitalisation and other business process re-engineering. REMIT is providing targeted technical assistance to document and map the development and execution of this plan, preserving institutional memory and creating a single source of truth for delivery, oversight, and evaluation for FBR leadership, the Federal Government of Pakistan, and development partners.

Job Summary

The Reform Mapping Expert will assist the REMIT Activity Lead in the end-to-end documentation and mapping of the FBR Transformation Plan 2024—from its inception and strategy phase through roll-out, revisions, and integration with the PMO’s Strategic Reform Roadmap. The Expert will further assist in drawing up a structured, searchable repository; produce a verified chronology and intervention catalogue; map stakeholders and interdependencies; and generate decision-grade outputs for FBR leadership and partners.

Duties and Responsibilities

The duties & responsibilities of the Reform Mapping expert will be to assist the activity lead in performing following functions:

  • Plan, align, and execute: Develop and deliver an inception methodology, templates, and a workplan; lock scope and stage-gates to avoid creep.

  • Reconstruct the story: Compile a factual chronology from March 2024 to present covering digitalisation strategy work, plan development, approvals, roll-outs, revisions, and integration with the PMO Roadmap.

  • Catalogue interventions: Build and maintain an authoritative register of interventions across all workstreams with original and revised timelines, milestones, and status.

  • Map stakeholders: Identify owners, roles, decision rights, and interdependencies at HQ and field levels; identify bottlenecks and hand-off risks.

  • Create the repository: Design a searchable, modular digital repository; establish data standards and update protocols for institutionalisation within the Transformation Office.

  • Evidence & verification: Conduct interviews, desk review, and cross-verification/validation workshops to close gaps in historical data.

  • Reporting cadence: Produce periodic progress updates and a final report with practical recommendations; support leadership briefings.

  • Capability transfer: Train designated FBR staff to maintain and evolve the repository and mapping products post-assignment.

Job requirements

Qualifications and Experience

  • Master’s degree in Public Policy, Public Administration, Economics, or related field.

  • 10+ years documenting and analysing public-sector reform programmes, ideally large-scale transformation.

  • Demonstrated stakeholder mapping and process-documentation expertise; familiarity with tax administration, public finance, or institutional reform preferred.

  • Proven ability to design and manage knowledge repositories; strong research methods for timeline reconstruction and multi-source verification.

  • Working knowledge of M&E frameworks (logframes, Theory of Change) and data-visualisation for maps/timelines.

  • Excellent writing and presentation skills for senior policymaker and donor audiences.

Assignment Details

  • Type: Short-term consultancy (National STTA) aligned to REMIT support.

  • Duration: September–October 2025 (indicative). 30 Days

  • Location: Islamabad (with on-site engagement at FBR HQ) and limited travel as required.

  • Workstreams Covered: All eight workstreams of the Transformation Plan (Value Chain & Internal Systems Digitalisation, Policy Reforms, Faceless & Digital Initiatives, BPR Implementation, Anti-Smuggling, HR Capacity, Digital Capability Development).

Reporting

  • The Reform Mapping Expert will report jointly to Chief Tax Reforms, FBR, REMIT Activity Lead and the REMIT Revenue Lead, with weekly check-ins and stage-gate approvals (Inception, Mid-Term, Final).
