Location: Department of Justice and Attorney General, Port Moresby, Papua New Guinea

Duration: 80 working days between Aug 2025 and Feb 2026

Project: EU–PNG Partnership for Good Governance Technical Assistance (P4GGTA)

Contract Type: Short-Term Senior Non-Key Expert (SNKE)


Job Purpose

To provide strategic and technical support to strengthen the planning, monitoring, evaluation, and reporting systems of the Department of Justice and Attorney General (DJAG), improving institutional capacity, operational efficiency, and evidence-based decision-making aligned with DJAG’s Corporate Plan 2024–2028.


Key Responsibilities

  • Finalise the PME Business Process Handbook, consolidating best practices into a standardised and user-friendly resource.

  • Develop a practical Planning Toolkit, including templates, checklists, and guidelines.

  • Establish a structured Monitoring & Evaluation (M&E) Plan, with key indicators, data collection methods, timelines, and responsibilities.

  • Design and validate M&E tools and templates aligned with DJAG’s operational and reporting requirements.

  • Develop a comprehensive M&E Framework that aligns with the DJAG Corporate Plan, Law and Justice Sector Policy 2025–2035, and MTDP IV.

  • Review and enhance reporting tools and templates to improve data consistency and quality.

  • Support the creation of a centralised reports database for improved institutional memory and information management.

  • Deliver training in project management, data analysis, and report writing for DJAG staff.

  • Facilitate use of digital platforms (e.g., Zoom) to support remote coordination and knowledge sharing with regional offices.


Expected Deliverables

  • Inception Report and Work Plan

  • Finalised PME Handbook

  • Planning Toolkit (5–7 components)

  • M&E Plan and Framework

  • Set of validated M&E templates

  • Revised reporting tools and sample reports

  • Operational reports database and user guide

  • Two project management training sessions

  • Two sessions on data analysis and report writing

  • Training reports and monthly progress updates

  • Final Mission Report including recommendations

Job requirements

Qualifications and Experience


Education & Skills:

  • Master’s degree in strategic management, M&E, ICT, or related fields

  • Excellent command of written and spoken English

  • Knowledge of PNG’s public service systems, especially related to planning, finance, and ICT


Professional Experience:

  • Minimum 10 years of experience in the Law and Justice sector

  • At least 5 years’ experience in monitoring and evaluation and/or policy development, preferably within government institutions

  • Demonstrated experience in institutional capacity development, planning systems, and donor-funded project environments


Reporting and Supervision

The SNKE will report to the P4GGTA TL and KE5 – M&E and work under the guidance of the Executive Manager of PME and the Secretary for Justice. Regular coordination will be maintained with DJAG’s Senior Management Team and the EUD.


Additional Information

  • This assignment is office-based in Port Moresby, with no domestic or international travel required.

  • Office space and administrative support will be provided by DJAG.

  • The consultant will submit regular progress and training reports, as outlined in the reporting schedule.
