Senior Public Sector Systems Specialist (Data Organisation & Reports) – Climate Budget Tagging

Background

The Revenue Mobilisation, Investment and Trade (REMIT) programme (2021–2028), funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI), is providing technical assistance to the Government of Pakistan to strengthen macroeconomic management, improve domestic resource mobilisation, and support resilient, sustainable development.

A core part of this support is Climate Budget Tagging (CBT)—a structured approach to identify, classify, and report on public expenditures relevant to climate mitigation, adaptation, disaster risk reduction, and gender responsiveness. CBT aims to improve transparency, accountability, and alignment of public spending with Pakistan’s commitments under the Paris Agreement, the Sendai Framework, and the Sustainable Development Goals.

Activity Context

CBT implementation at the federal level involves developing tagging methodologies, applying them to federal budgets (including subsidies, SOEs, and climate-negative expenditures), and supporting reporting requirements under IMF’s Resilience and Sustainability Facility (RSF).

The initiative also includes integrating climate-tagged data into routine fiscal reporting processes, conducting variance analyses, classifying mitigation and adaptation spending, and preparing analytic outputs that inform policy and budget decisions.

Job Summary

The Senior Public Sector Systems Specialist (Data Organisation & Reports) will support the Ministry of Finance and REMIT teams in managing, analysing, and reporting climate-tagged budget data. The role will focus on data integration, quality assurance, reporting template development, and generating analytic outputs to support evidence-based policy decisions and reporting obligations.

Duties and Responsibilities

The Senior Public Sector Systems Specialist will:

  1. Support the integration of climate-tagged data into existing fiscal reporting systems.

  2. Conduct variance analyses on tagged budget data to identify trends and gaps.

  3. Classify climate-related spending by mitigation, adaptation, and sectoral purpose.

  4. Develop and update reporting templates for quarterly, half-yearly, and annual fiscal reports.

  5. Provide analytic inputs to inform policy recommendations and budget planning.

  6. Collaborate with Ministry of Finance staff to build capacity in data management and reporting.

  7. Ensure data quality and consistency across multiple reporting cycles.

Job requirements

Qualifications and Experience

  • Minimum 15 years of experience in public sector management, data collection, data organisation, or public sector technical reporting.

  • Proven experience with budget preparation, analysis, or expenditure management .

  • Knowledge of Pakistan’s public financial management systems and reporting requirements.

  • Familiarity with international frameworks for climate and development finance reporting.

  • Experience developing templates and tools for government reporting.

  • Advanced degree in Environment, Public Financial Management, Economics, Data Science, or a related field.

  • Strong analytical, writing, and communication skills.

Reporting

The consultant will report to the REMIT Team Lead and REMIT Macroeconomic Governance Component Lead.
