Senior Specialist Budget Systems (Subsidies & SOEs) – Climate Budget Tagging

Background

The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year (2021–2028) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). REMIT provides technical assistance (TA) to the Government of Pakistan to strengthen macroeconomic stability, improve growth conditions, and enhance poverty reduction efforts.

A key component of this support is the development and institutionalisation of Climate Budget Tagging (CBT)—a mechanism to systematically classify, track, and report public expenditures contributing to climate mitigation, adaptation, disaster risk reduction, and gender responsiveness.

Pakistan’s CBT initiative aligns with commitments under the IMF’s Resilience and Sustainability Facility (RSF), the Paris Agreement, and the Sendai Framework, by promoting transparent, data-driven budgeting that supports resilient development outcomes.

Activity Context

CBT activities include developing robust methodologies for federal budgets focusing on subsidies, SOEs, and climate negative tagging, piloting these applications, conducting variance analyses on tagged data, and supporting scoping exercises to plan for provincial and regional roll-out.

The initiative seeks to embed climate considerations into routine public financial management, improve policy alignment, and enhance the credibility of climate finance reporting.

Job Summary

The Senior Specialist Budget Systems will work closely with the Ministry of Finance and REMIT teams to support the design, implementation, and refinement of CBT methodologies for federal subsidies and SOEs. The role will focus on operationalising tagging frameworks, supporting data analysis, and providing technical inputs for reporting systems that enable evidence-based policy and budgeting decisions. The specialist will conduct pilot application of methodologies to SOEs and tagging of subsidies.

Duties and Responsibilities

The Senior Specialist will:

  • Contribute to the development and refinement of CBT methodologies for federal budget tagging of subsidies and SOEs.

  • Carry out application of tagging methodologies to federal subsidies and SOEs.

  • Assist in variance analysis and classification of mitigation/adaptation spending.

  • Provide technical inputs for integrating CBT into fiscal operations reports and budget call circulars.

  • Collaborate with government counterparts and REMIT teams to ensure consistent application of tagging practices.

  • Support preparation of guidance notes, tools, and training materials for CBT implementation.

  • Participate in stakeholder consultations and validation workshops.

 

Job requirements

Qualifications and Experience

  • Minimum 10 years of experience in public financial management, budget analysis, or fiscal reform.

  • Familiarity with climate finance, public expenditure tracking, or budget tagging systems.

  • Experience working with classification frameworks (e.g., COFOG, GFS, OECD Rio Markers).

  • Knowledge of Pakistan’s budgeting and PFM systems.

  • Proven experience in technical documentation and training delivery.

  • Advanced degree in Public Financial Management, Economics, Public Policy, or a related field.

  • Strong analytical and communication skills.

Reporting

The consultant will report to the REMIT Team Lead and REMIT Macroeconomic Governance Component Lead.
