Senior Specialist Climate Reporting and Financing (Budget and Policy Change) – Climate Budget Tagging

Background

The Revenue Mobilisation, Investment and Trade (REMIT) programme (2021–2028), funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI), provides technical assistance to strengthen Pakistan’s macroeconomic management, domestic resource mobilisation, and public financial management systems.

A core focus of REMIT’s work is Climate Budget Tagging (CBT)—a systematic approach for identifying, classifying, and reporting public expenditures related to climate mitigation, adaptation, disaster risk reduction, and gender equity. This initiative aims to improve fiscal transparency and accountability while aligning spending with Pakistan’s commitments under frameworks such as the Paris Agreement, the Sendai Framework, and the Sustainable Development Goals.

Activity Context

The CBT initiative covers federal and provincial components. At the federal level, work includes developing and applying tagging methodologies to budgets focusing on subsidies, SOEs, and climate-negative expenditures. It also includes conducting variance analyses, supporting the Ministry of Finance’s reporting obligations under IMF’s EFF and RSF benchmarks, and building capacity for integrating tagged data into routine fiscal reporting.

A crucial part of this work is developing robust reporting and financing systems that can communicate climate-related budget allocations, track progress toward policy targets, and enable access to international climate finance.

Job Summary

The Senior Specialist Climate Reporting and Financing (Budget and Policy Change) will lead the development of reporting frameworks and methodologies for communicating climate-tagged expenditure data. The role will also support analysis of climate financing gaps and policy recommendations for aligning budget allocations with national and international climate commitments. The specialist will work closely with the Ministry of Finance and REMIT teams to ensure effective integration of CBT data into regular fiscal reports and policy processes.

Duties and Responsibilities

The Senior Specialist will:

  • Develop and refine reporting formats for climate-tagged budget data to support transparency and policy alignment.

  • Support the Ministry of Finance in meeting IMF EFF and RSF reporting benchmarks.

  • Conduct variance analyses and classify spending by mitigation, adaptation, and sectoral purpose.

  • Provide technical inputs for integrating CBT results into quarterly, half-yearly, and annual fiscal operations reports.

  • Analyse spending trends to identify financing gaps and opportunities for policy alignment.

  • Produce technical notes and policy briefs with recommendations on climate financing strategies.

  • Build capacity of government staff to use climate-tagged data for decision-making.

  • Support the design of budget call circular guidance to include climate budgeting requirements.

Job requirements

  • Qualifications and Experience

    • Minimum 10 years of experience in public financial management, climate finance, or budget analysis.

    • Demonstrated expertise in fiscal reporting, variance analysis, and budget classification.

    • Familiarity with international climate finance frameworks and reporting standards.

    • Proven ability to develop analytic methodologies and reporting templates.

    • Experience engaging with government counterparts and development partners.

    • Advanced degree in Public Financial Management, Economics, Climate Policy, or a related field.

    • Excellent analytical, writing, and communication skills.

    Reporting

    The consultant will report to the REMIT Team Lead and REMIT Macroeconomic Governance Component Lead.
