Senior Specialist (Data Integrity Reports and Methodology) – Climate Budget Tagging

Background

The Revenue Mobilisation, Investment and Trade (REMIT) is a multi-year (2021–2028) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI). REMIT supports Pakistan in strengthening macroeconomic management, improving domestic resource mobilisation, and embedding resilience and sustainability in its public financial management systems.

A central part of this work is the development and institutionalisation of Climate Budget Tagging (CBT), which systematically classifies, tracks, and reports climate-relevant public expenditures at the federal and provincial levels. CBT aims to strengthen transparency, accountability, and alignment of public spending with Pakistan’s commitments under frameworks such as the IMF’s Resilience and Sustainability Facility (RSF), the Paris Agreement, and the Sendai Framework by promoting transparent, data-driven budgeting that supports resilient development outcomes.

Activity Context

CBT implementation involves two major components:

Federal Component: Development of analytic reports from the climate budget tagged data and methodologies for tagging federal budgets, focusing on subsidies, SOEs, and climate-negative expenditures; pilot applications; and integration into fiscal reporting.

Provincial and Regional Component: Conducting structured scoping exercises across the four provinces and two regions (GB and AJK) to assess feasibility, costs, institutional readiness, and alternative implementation strategies. The scoping exercise is critical to ensuring CBT roll-out is context-sensitive, operationally feasible, and politically acceptable across Pakistan’s diverse subnational governments.

Job Summary

The Senior Specialist (Data Integrity Reports and Methodology) will lead and oversee the design, execution, and quality assurance of the CBT implementation for provincial and regional governments. The expert will engage with stakeholders, ensure robust data integrity and harmonized methodologies, and provide regular progress updates. They will also ensure quality and consistency across the budget tagging exercise.

Duties and Responsibilities

The roles and responsibilities of the Senior Specialist (Data Integrity Reports and Methodology) include but are not limited to:

·       Monitoring and reporting on the work of provincial and regional teams.

·       Submitting reports presenting a detailed work plan, implementation timeline, and proposed methodology for ensuring data integrity in Climate Budget Tagging (CBT).

·       Diagnose and resolve issues related to data collection, validation tools, and reporting systems to minimize disruptions and maintain data integrity.

·       Ensure that all data analysis and reporting strictly follow established CBT methodologies, maintaining consistency and adherence to agreed standards.

·       Developing the quality-assurance protocols, key performance indicators, and procedures for continuous data validation.

·       Submitting Data Integrity Reports that provides analysis of data quality trends, identified discrepancies, corrective measures taken, and recommendations for improving CBT data accuracy.

·       Developing Policy Briefs produced on emerging trends, international best practices, and methodological innovations relevant to climate budget tracking and reporting.

·       Assist in stakeholder coordination and follow-ups with provincial finance departments, planning departments, and other relevant institutions.

·       Track activity milestones and maintain an activity log for each province and region.

·       Provide analytical assistance in reviewing documentation produced during the CBT process.

·       Provide inputs to scoping reports, operational recommendations, and knowledge products produced under the assignment.

 

 

Job requirements

Qualifications and Experience

  • Minimum 12 years of experience in public policy, institutional reform, or governance advisory.

  • Demonstrated expertise in conducting scoping studies, political economy analyses, or institutional assessments.

  • Knowledge of climate finance, public financial management, or budget tagging systems.

  • Proven experience engaging with subnational governments and managing stakeholder consultations

  • Familiarity with Pakistan’s public sector institutional and governance structures.

  • Advanced degree in Public Policy, Public Administration, Economics, or a related field.

  • Excellent analytical, writing, and communication skills.

Reporting

The consultant will report to the REMIT Team Lead and REMIT Macroeconomic Governance Component Lead.
