Background
Revenue Mobilisation, Investment and Trade (REMIT) programme, funded by the UK’s Foreign, Commonwealth and Development Office (FCDO) and implemented by Adam Smith International (ASI) is a technical assistance program aimed at driving reforms that strengthen macroeconomic stability, foster sustained economic growth, promote mutual prosperity, create jobs, and reduce poverty. REMIT supports the Government of Pakistan, its ministries, and institutions in enhancing revenue mobilization, improving the investment climate, reducing trade barriers, and strengthening macroeconomic policy management.
REMIT is engaged with the Federal Board of Revenue (FBR) in a multifaceted collaboration aimed at boosting taxpayer compliance. This includes redesigning various services in FBR’s filing portal with a view to enhance service delivery and user experience. By adopting a Human-Centered Design (HCD) approach, REMIT’s FBR Service Design Initiative (SDI) aims to streamline the taxpayer journey, broaden the tax base, and deliver world-class services for taxpayers, tax agents, and officials, ultimately increasing revenue collection and supporting Pakistan’s economic objectives.
Objectives
o The objectives of the FBR Service Design Initiative (SDI) are as follows:
o Make FBR tax services more efficient
o Make FBR tax services more effective
o Create a seamless omni-channel FBR taxpayer experience
o Create trust with FBR taxpayers and improve FBR’s brand
o Undertake organisational capacity building to improve FBR’s service design capabilities
Job Summary
The Tax Expert will provide specialised tax domain knowledge to support the redesign of IRIS digital services, ensuring alignment with FBR regulations and REMIT’s service delivery objectives. This position entails analysing tax processes, identifying pain points in existing systems, and translating complex tax policies into clear, user-friendly requirements for the Service Design and UX teams.
Duties and Responsibilities
· Guide the service design team on tax processes and the IRIS portals workflows.
· Explain complex tax terms and logic to the service design team to assist in efficient and accurate development of the redesigned portals.
· Ensure all digital service designs (prototypes, workflows) comply with FBR tax laws, regulations, and procedural requirements.
· Flag regulatory risks in service blueprints and collaborate with FBR and Service design teams to resolve them.
· Support UX researchers in testing tax-related interfaces with real users (e.g., businesses, agents).
· Liaise with FBR, REMIT, and external stakeholders to gather feedback and validate solutions
· Draft tax-specific content (e.g., guidance notes, error messages) for clarity and compliance.
· Monitor post-launch performance of tax services and recommend iterative improvements.
Job requirements
Qualifications and Experience
· At least a master's degree in taxation, Accounting, Economics, or a related field.
· Familiarity with IRIS portals and tax workflows is mandatory required.
· Minimum of 10 years of experience in taxation, preferably in the public sector or in reputed Tax Advisory firms.
· Familiarity with Pakistan’s tax laws, FBR’s operational procedures, and international best practices.
· Experience in process analysis, design, and improvement, especially in public sector contexts.
· Familiarity with digital designs and government digital transformations as well as a good grasp of understanding taxation concepts.
· Ability to translate system workflows into clear, step-by-step instructions.
Reporting
The “Tax Expert – Redesign of IRIS Services” will report to REMT Tax Lead and REMIT Service Designer Lead.
