Programme Background
The Technical Assistance Fund for Yemen (TAFFY) is a UK-led initiative launched in 2025 to provide critical financial and political support, building government capacity for Yemen's future, focusing on governance, economic reforms, and maritime security, working with international partners to support the Yemeni Government. It involves deploying advisors, training, and strategic support to help stabilize the country amidst a severe humanitarian crisis and ongoing conflict, complementing broader international efforts and funding.
TAFFY is implemented by a consortium including Adam Smith International, Chemonics, Deeproot, and Yemen Polling Company
Project Overview
The TAFFY Pensions Reform Technical Assistance Venture (TAV) aims to address Yemen’s urgent pension reform needs, affecting both public and private sectors. Yemen’s pension system faces persistent challenges due to suspended retirement policies, insufficient pension fund resources and fragmented governance. Reforming the civil pension fund is the first step toward restructuring the broader state pension system, including security and military pensions.
The TAV is designed to align Yemen’s pension reform with international standards and donor frameworks, increasing technical rigor and political viability. TAFFY will guide GoY on reform pacing, ensuring proposals are realistic and financially sound, and will present recommendations with risk mitigation strategies.
TAFFY will conduct an integrated technical and political diagnostic over three months, establishing a baseline for reform planning and assessing the viability of TAFFY’s engagement. This includes political risk assessment, financial analysis of pension funds, and evaluation of fund structures. Early findings will inform feasibility and required political effort. TAFFY will develop reform options and an implementation roadmap, including legislative reviews, stakeholder analysis, and identification of investment strategies. The process will be collaborative, aiming to identify quick wins and feasible reforms under current conditions.
The ultimate goal is to help GoY improve resource use for long-term revenue sustainability and enhance social protections for retirees, contributing to better governance and institutional reform
Scope of Work
The Stakeholder Manager will play a critical role in ensuring strong engagement and coordination between TAFFY and government counterparts. This position is responsible for facilitating high-level meetings, maintaining effective communication channels, and fostering relationships with key institutions to align TAFFY’s technical assistance with national priorities.
Key roles and responsibilities:
Engage with senior government stakeholders in Aden to advance TAFFY objectives.
Facilitate and coordinate meetings at government entities, including:
General Organization for Social Insurance
Ministry of Civil Service and Insurance
Prime Minister’s Office (PMO)
Other relevant institutions as required.
Act as the primary liaison between TAFFY technical experts and government counterparts, ensuring timely access and communication.
Support integration of government feedback into TAFFY programme activities.
Maintain strong relationships with key stakeholders and ensure alignment with TAFFY’s strategic goals.
The Stakeholder Manager will report directly to the TAV Manager.
Timing and Duration
Initial contract of 6 months, with possibility of extension based on performance and programme needs.
Expected start date in January 2026.
Location
Aden, Yemen. Occasional travel may be required.
Job requirements
Proven experience in stakeholder engagement, government liaison, or similar roles.
Strong understanding of Yemen’s governance and social protection landscape.
Excellent communication and interpersonal skills.
Fluency in Arabic and English (written and spoken).
Ability to work independently and manage multiple priorities in a complex environment.
